Main Purpose of Job

This position focuses on customer service relating to all aspects of voter registration and various stages of the election process. The position will work under the lead of the Election Data Application Specialist II. Must be able to perform primary functions related to working with various computer program applications independently at levels that are critical and necessary for providing essential reports, data, statistics, correspondence, forms, etc. requited and mandated by State & Federal Election Laws, Public Officials and other Government Agencies and used for training and processing elections.

POSITION DUTIES

Inputs data into data entry device; Learns solutions to various key station failures; Learns order of priorities to assure timely completion of data processing tasks in accordance with office policies and procedures; Learns to request data processing production work using the correct parameter cards; Learns to verify and reconcile output for accuracy and completeness; Learns to investigate and determine causes for discrepancies in data input and output; Learns to decollate and burst reports or output; Learns to maintain logs on data input and output; Learns to compile and maintain statistics from requested data output; Proofreads; May register voters at local election office and outside facilities, complete registration forms and assign voter district and precinct; May check voter records for possible duplication and maintain records by updating addresses, names, districts and precincts; May answer inquiries regarding election procedures in person, by telephone, U.S. mail and by electronic mail; May order appropriate forms; Performs other related duties. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of general office practices and procedures; Skill in accurate data entry; Ability to maintain accurate and detailed records; Ability to maintain workflow despite frequent interruptions and changing priorities; Ability to communicate effectively and tactfully with the general public, State officials, candidates and co-workers; Ability to learn policies and procedures specific to a local election office; Ability to learn the methods used in requesting data processing production.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience in the operation of data entry devices.

Notes:

1. General clerical experience may substitute on a year-for-year basis for the required education. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Computer Clerk and Assistant classifications or Computer Clerk and Assistant specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience.

-Experience using computers and the Microsoft Office Suite.

-Experience working independently and with a team.

-Experience working with deadlines and keeping confidentiality.  

-Able to work a flexible schedule.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
