Main Purpose of Job

The main purpose of this position is to function as an assistant manager by assisting in the administration of the direct delivery of services for the Family Investment Center and other income support programs to eligible residents within the geographical boundaries of a Family Investment Center in Baltimore City. The Family Investment Administration of the Baltimore City Department of Social Services directs activities to assist families with children while preparing them for independence. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the department.

POSITION DUTIES

Directs the implementation of ongoing, changes, and new program requirements in order to comply with Temporary Cash Assistance (TCA), Temporary Disability Assistance Program (TDAP), Food Supplement, and Medical Assistance (MA) regulations. This is done by reviewing and interpreting program requirements, discussing new and revised requirements, conducting Family Investment (FI) staff meetings, writing operating procedures, providing policy clarification, and monitoring to ensure that staff are implementing the requirements correctly. Ensure compliance with federal and local policies by overseeing the timely and accurate completion of applications, redeterminations, and corrective actions by meeting with supervisors, individual case managers, and utilizing the Client Information System (CIS), Medicaid Management Information System (MMIS), Data Watch as well as regularly generated reports including the Application Status Report and in house control systems. On behalf of the agency, contact the legal counsel of MA applicants to keep them abreast of the status of their client's application and prevent a case from going to court. Monitor cases sent to the State Review Team.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Applicants may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience developing administrative procedures and evaluating efficiency and effectiveness for Family Investment Administration (FIA) Programs.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year experience providing customer service to internal and external stakeholders.

2. One year of supervisory experience.

3. One year experience using CARES (Client Automated Resources and Eligibility System).

4. One year experience completing basic calculations in Microsoft Excel.
