Main Purpose of Job

The Alcohol and Drug (A/D) Associate Counselor Provisional is the entry level of work, at the noncertified Bachelor's Degree level, counseling clients with substance use disorders by using intervention, treatment and rehabilitation. This position provides screenings and direct care services under general supervision within the Department of Social Services and within local outpatient behavioral health programs. The identified population includes Caroline County Department of Social Services (DSS) and Caroline County Behavioral Health (CCBH) consumers. This position relates directly to the mission of the Agencies by providing screenings substance use disorders (SUD). These services can be provided in house at DSS, CCBH, or in the consumer's home. This position provides screening and recommendations for Families in Need of Assistance, Food Supplement applicants, TCA applicants and recipients, and the START program. This position provides group counseling as part of a multi-disciplinary healthcare team and works in close cooperation with public and private organizations to provide a plan of service to assist clients in achieving optimum social and health adjustments within the client's capacity. This position determines if a crisis situation exists and, if so, immediately initiates appropriate action resulting in the best possible outcomes and performs other related duties within the scope of the job description.

MINIMUM QUALIFICATIONS

Education:   Possession of a Bachelor’s degree in a health or human services counseling field from an accredited educational institution approved by the Board of Professional Counselors and Therapists or completion of a program of studies judged by the Board to be substantially equivalent in subject matter and training.   A copy of your transcript must be attached to the application.

Experience:  None. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates must apply for and receive a letter of authorization to practice as a trainee from the Board of Professional Counselors and Therapists within 90 days of their date of hire. 2. Employees must successfully obtain certification or licensure from the Board of Professional Counselors and Therapists as a Certified Associate Counselor-Alcohol and Drug within one year of meeting the experience requirements for Certified Associate Counselor-Alcohol and Drug.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
