Main Purpose of Job
To manage a portion of the for-hire driver licensing program in
the Transportation Division which manages and coordinates the Public Service
Commission's regulatory programs involving the safety, rates and service
provided by the intrastate passenger carrier (including Transportation Network
Companies) and taxicab industries in order to assure that the public has access
to safe, reliable, and economical transportation. This position processes and license
applicants for for-hire drivers’ licenses (including transportation network
operators) in a manner responsive to applicable rules and regulations of the
Public Service Commission and the safety and convenience of the public.
To conduct ongoing monitoring of for-hire drivers to ensure
compliance with Public Service Commission rules and continued responsive
service of this position.
POSITION DUTIES
Review, investigate, process and approve or deny for-hire driver applications according to driver screening standards contained in COMAR 20.90.01.19 and 20.95.01.26, establish files and perform data entry;
Screen a large volume of for-hire (transportation network operator) applications and related confidential supplemental documents, according to driver screening standards contained in COMAR 20.95.01.26, through an entirely electronic format for approval, rejection or additional items needed;
Review and perform data entry of vehicle information, insurance and inspection certificates electronically submitted;
Answer questions and inquiries and provide information to applicants, carriers, associations and the members of the public on for-hire driver and charter/contract passenger carrier related questions, Commission rules, regulations and requirements;
Prepare and send a letter to applicants who need to submit additional information;
For approved applicants, issue for-hire license, print, laminate and mail for-hire license to applicant, update file and database and file folder in file room;
For denied applicants, prepare denial letter for Director of Transportation’s signature, update file folder and database and file folder in appropriate area;
Prepare and send memos for hearing requests received by denied applicants along with pertinent information to Public Utility Law Judge Division;
Prepare and deliver competent testimony at hearings as scheduled;
Monitor Child Support Enforcement Administration (CSEA) notices to suspend for-hire drivers for non-compliance with child support orders and reinstate for-hire licenses when required after receipt of compliance notice from CSEA;
Monitor currently licensed for-hire drivers for compliance with Commission rules, regulations and requirements, flag files for special attention, purge expired and inactive files and shred file contents and other general office duties.
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
Prior or current experience working with the Public Service Commission or another regulatory agency.
Experience monitoring compliance with regulations or law.
Experience testifying in court-like settings or making presentations to a group.
