LOCATION OF POSITION

MDH/Health and Prevention Promotion Administration, Infectious Disease Prevention and Health Services Bureau/Center for HIV Prevention and Health Services, Baltimore, Maryland

Main Purpose of Job

The Infectious Disease Prevention and Health Services Bureau within the Health Prevention and Promotion Administration (PHPA) is dedicated to improving the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives, and protecting individuals and communities from environmental health hazards. The Center for HIV Prevention and Health Services (CHPHS) is a services unit of the Bureau that provides essential programs and services, in order to meet the evolving needs of people living with, affected by or at risk of, acquiring HIV or AIDS.

This position will report to the Center Chief and manage the translation of best practices into procurement opportunities for Center-funded programs. This position will also work within the Center to research, develop and implement discrete projects which may cross disciplinary boundaries.

This position will utilize a variety of high-level analytical skills to approach potential projects for feasibility analysis, as well as provide decision support to the Center Chief and other members of the Bureau. Finally, in collaboration with program and fiscal staff, this position will manage logistics for all stages of the proposal development process, from opportunity identification through final procurement.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience, as defined above, for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience implementing and executing procurement strategies, as well as experience with monitoring and managing budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
