POSITION DUTIES

This position functions as a Policy Analyst/Writer within the Baltimore City Department of Social Services' Enterprise Risk Management Unit (ERM). This position develops and revises agency Administrative Manual Policies (AMPs) and Standard Operating Procedures (SOPs); Evaluates the efficiency of the SOPs and AMPs;  Coordinates Agency-Wide policies to ensure compliance and alignment with Local, State, Federal, Department of Human Services (DHS), Baltimore City Department of Social Services (BCDSS), Consent Decrees, Audit Corrective Action Plans and other rules and regulations; Development, reconstruction, posting and monitoring of the BCDSS Intranet Website on DHS Knowledge Base is vital to this role.  Manages and updates the policies and procedures on the secured Agency-wide Shared Drive; Facilitates meetings for Assistant Directors, Program Managers and Supervisors to provide interpretation of current laws and regulations relating to policy and practice for BCDSS; Provides recommendations for Corrective Actions and Policies and Procedures; Analyze systems and processes to determine which AMPs and SOPs are needed in order to achieve our mission and goals.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess one year of experience in each of these areas:

1. Writing policies at the state and/or federal level.

2. Using Microsoft Office Suite (Word, Excel, PowerPoint, MS Project) to create reports and spreadsheets.

3. Project management experience.
