Main Purpose of Job

The Work Participation Specialist Supervisor will monitor and track the performance of the Work Participation Specialists (WPS) who are responsible for work activities (referrals, assessments, enrollments, etc.), and keeps the Family Investment Administration (FIA) and Family Investment Center (FIC) management apprised of Vendor Performance and the status of program participants. Monitors and tracks Data Management Reports (CARES, DataWatch, WORKS, Quality Control, and others) that impact FIA Performance Measures and compliance with Work Program goals. The WPS Supervisor will meet with FIA Policy, Systems, Quality Control and Work Program staff and FIA Data Manager to discuss the status of Baltimore City and FI Center performance regarding participation requirements and ways to improve Baltimore City and FI Center's performance regarding operation and interaction of eligibility determination, case management and work program functions. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

POSITION DUTIES

Monitor and track the performance of the WPS to ensure all customers are placed in the appropriate activities and meeting all Work Activity Program requirements. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. Monitor and track Data Management Reports (DMR) (CARES, DataWatch, WORKS, Quality Control, and others) that impact FIA Performance Measures and compliance with Work Program goals and requirements by determining the FIC's overall performance and develop corrective action plans (CAP), in consultation with the Work Program Administrator.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

One year of experience working with/interpreting TANF/TCA regulations.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year employment case management experience.
2. One year experience with WORKS, CARES, SVES, & MABS data systems.
3. One year supervisory experience.
