Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.   This is an entry level position; therefore, the selected candidate will be offered the base salary.  Progression in the current position will be based upon the approval of annual increments and/or cost of living adjustments.  

Please note that contractual positions do not offer the same State benefits as permanent positions.

Main Purpose of Job

This position will function as an entry level Hazardous Materials Specialist.  The incumbent of this position will learn to ensure compliance at Hazardous Materials transportation facilities and during en-route shipments according to current Maryland state regulations and federal requirements. The position provides response, professional technical assistance, and oversight for the mediation of transportation related incidents involving the release or the threat of release of a regulated substance. The incumbent will work a standard Monday through Friday shift. However, there may be times when the incumbent will be required to work weekends or overtime due to specials assignments.  The incumbent will also be required to drive a State vehicle and maintain a motor vehicle operator’s license valid in the State of Maryland with 5 or less points on their driving record.

This position involves field work that will travel statewide and the incumbent will be required to perform work in inclement weather. The work involves working roadside, next to moving traffic on major highways and secondary roads that may involve exposure to hazardous materials and physical hazards such as noise, vehicle exhaust and heat exposure. In addition, physical demands such as entering, exiting and working under commercial vehicles, lifting and operating spill mitigation equipment. The incumbent will be required to wear coveralls, safety boots, eye protection, chemical protective suits, and the use of respiratory protection during incident and special investigations in order to prevent self-contamination.    

The incumbent of this position will be required to successfully complete the following classes: North American Standard Part A – Driver, North American Standard Part B – Vehicle, General Hazardous Materials, Cargo Tank Inspection, and Other Bulk Packaging.          

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: None.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education. 

2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees. 

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
