Main Purpose of Job

This is an entry level position in the Oil Control Program.  The incumbent of this position will learn the technical knowledge conducting underground storage tank (UST) system investigations, audits, and technical review of UST reports submitted by certified UST contractors, MDE staff, and UST owners. The incumbent will also learn to assist with developing, implementing and overseeing all technical aspects of the Underground Storage System Certification Program which certifies UST Technicians, Removers, and Inspectors and ensures the enforcement of applicable statutes, regulations, permits, and policies. 

The incumbent will learn to audit, review, evaluate, and approve highly technical UST system insurance policies that provide site specific pollution liability coverage for spill investigation, cleanup, and corrective actions and identify the best approaches to streamline UST system investigations. In addition, learn to review and approve decommissioning of UST Stage II vapor recovery systems, site specific plans, and soil and groundwater assessment reports.  

The incumbent responsibilities also include reviewing technical precision test and release detection reports and petroleum hydrocarbon site assessment reports under the purview of the Oil Control Program and other specifically assigned functions of the Water and Science Management, and Air and Radiation Administrations. In this position, the incumbent may be required to visit and inspect areas containing chemical and physical hazards at a variety of contaminated or potentially contaminated sites (e.g. service stations, oil refineries, industrial/manufacturing operations, uneven terrain, old landfills, former spill areas, dilapidated buildings, debris-strewn sites). Field work may involve exposure to standard hazards associated with industrial/manufacturing and construction sites, work around heavy equipment such as noise and vibration (e.g. jack hammer, backhoes, tractors, motor engines), and work outdoors in inclement weather, extreme heat or cold, briars, plant toxins (poison, ivy), plant pollens (ragweed, etc.) etiological and biological agents (mold fungus, bird and rodent feces, biting ticks, wild animals), and other site specific.  Some inspection sites may be in high crimes areas and present an added risk and stress to the employee.  

The incumbent may be required to lift heavy manhole covers, sampling equipment and supplies, climb ladders, and wear respiratory protection while performing work activities.  In addition, may be required to drive long distance to visit and investigate sites located across the State of Maryland.  During site inspections and field sampling, the incumbent is required to wear personal protective equipment, (including gloves, hearing protection, and coveralls, uniforms or Tyvek suits) that is appropriate to field conditions. This equipment routinely includes hardhats and steel toe/shank shoes, and may be upgraded to include respirators and chemical protective gear according to site-specific conditions. 

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: None.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education. 

2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has following:

Experience and/or knowledge in underground tank installations, removals and inspection;

Successfully completed 40 hours OSHA HAZWOPER (Hazardous Waste Operation and Emergency Response);

Experience with oil spill investigations, clean-up oversight, site assessments or precision testing of underground tanks.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

SPECIAL REQUIREMENTS

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. ​

The employee must take the Department Underground Storage Tank Technician and Inspector certification test and receive a passing grade.
