Main Purpose of Job
The incumbent of this position will function at a full performance level as an Environmental Compliance Specialist. The incumbent will perform duties in a wide range of environmental program specialties including water pollution control, resource management, sediment/erosion control, agricultural operations, tidal and nontidal wetlands, flood control and waterway construction and stormwater management. The incumbent will provide professional assistance to facility owners, plant managers, corporate officers, and attorneys in planning, designing, and managing the environmental impacts of their operations. Through various enforcement strategies, the incumbent ensures compliance with State and Federal environmental laws and regulations.
The incumbent will be responsible for performing extensive site visits that may involve exposure to uncomfortable or unpleasant surroundings. The incumbent will be required to work outside in inclement weather and often at constructions sites with loud heavy equipment. In addition, the incumbent will participate in consultations likely located in the middle of a wetlands, at sewage treatment plants, or other waste treatment facilities which may encounter pungent and other unpleasant odors.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.
Experience: Two years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.
Notes:
1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education.
2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.
3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience in conducting inspections in sediment, tidal & non-tidal wetlands, or stormwater;
- Experience conducting inspection and initiating enforcement in water related medias (e.g. Erosion & Sediment Control, NPDES, Wetlands and Waterways);
- Knowledge and/or experience with environmental enforcement procedures for Administrative, Civil or Criminal actions;
- Strong computer skills with a proficiency in the use of various computer software applications.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.
Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
