Main Purpose of Job

This position provides overall direction and supervision of staff responsible for making disability determinations for the Department of Human Services (DHS), Family Investment Administration (FIA), State Review Team (SRT), with medical reviews, vocational and educational documentation to determine eligibility for Federal Medical Assistance, and provides timely determinations to the Local Department of Social Services (LDSS), including overall direction for case reviews of the Temporary Disability Assistance Program and Public Assistance to Adults conducted by the bureau to ensure program integrity and cost containment efforts. The incumbent in this position also directs and oversees staff responsible for contacting verifying organizations for Long-Term Care recipients when financial records are needed, processing medical assistance for individuals eligible for Supplemental Security Income (SSI) and those no longer eligible for SSI benefits, as well as assist in preparing Requests for Proposals including providing information/oversight to monitor and manage contracts within the bureau.

POSITION DUTIES

This position supervises operational unit to ensure effective and efficient program function; ensures compliance with Federal regulations and departmental policies; conducts supervisory reviews to ensure the accuracy of case reviews conducted by the bureau for Temporary Disability Assistance Program and Public Assistance to Adults cases; provides oversight to staff responsible for requesting financial records from verifying organizations for Long-Term Care recipients; oversees staff responsible for processing Medical Assistance cases for individuals eligible for SSI benefits and those no longer eligible for SSI benefits; advises Deputy Director regarding administrative practices and problems; plans and conducts staff meetings to analyze and interpret procedural operations; resolves difficult inquiries; makes recommendations for changes in policies and procedures; develops corrective action plans; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience determining eligibility for Family Investment Administration, Temporary Disability Assistance program (TDAP).

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess TWO years of the following:

1. Supervisory experience, including planning, managing and implementing policies and procedures.

2. Experience preparing reports, analyzing results and evaluating the operating efficiency of programs.

3. Experience working with any of the following State of Maryland Systems: Client Automated Resource and Eligibility System (CARES), Electronic Case Management System (ECMS), State Verification Exchange System (SVES) and State Online Query (SOLQ).

4. Experience using Microsoft Office Suite...Word, Excel and Google Docs.
