Main Purpose of Job

This position is responsible for providing location, establishment, fiscal and enforcement services to child support customers in accordance with Federal, State and local child support policies, procedures and guidelines. The primary purpose of this job is to conduct conciliation conferences, to negotiate settlements and to produce consent orders for submission and approval by the court. Individuals in this position meet with custodial and non-custodial parents to resolve child support and medical support issues either through the court process or administratively.

Individuals must have an expert knowledge of all Federal and State regulations, governing paternity establishment, support establishment and enforcement of child support cases. Experience with inter-governmental child support cases (UIFSA). The individual must possess effective written and oral communication skills. This position is responsible for the coordination of Genetic Testing. This position assists with the overall implementation and administration of the Maryland Electronic Court System Interface (MDEC). Individuals in this position will be responsible for filing all court related documents with the Court via MDEC.

MINIMUM QUALIFICATIONS

EDUCATION: A bachelor’s degree from an accredited college or university.

EXPERIENCE: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

NOTES:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.  

 

SELECTIVE QUALIFICATIONS

One year of the required experience must have involved performing Child Support duties providing absent parent location, establishment, fiscal and enforcement services to Child Support customers.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience applying and interpreting application of laws, court orders, procedures, directives or COMAR regulations.

One year experience using CSES, CARES, MABS, MVA, MD Case Search, CLEAR and Dashboard, Microsoft Office and Google Suite.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
