MDH/Harford County Health Department, Division of Behavioral Health, Bel Air, Maryland

Main Purpose of Job

This position will oversee that the conditions of awards and goals of all of the programs within the Harford County Health Department's Behavioral Health Division are being met. This position will be the main point of contact within the Division, in regards to the Electronic Medical Records (EMR). This position will also work with the heads of the Division to rectify reimbursement discrepancies.

In addition, this position will prepare data charts and reports which demonstrate Division staff billing trends. Furthermore, this position will prepare data charts and reports which demonstrate client attendance trends, clinician scheduling trends and service utilization trends. Finally, this position will work with division management to implement new, or modify existing policies and procedures to ensure that appropriate treatment and recovery services are available for clients.

This position will need to be familiar with, and understand, the Behavioral Health Division's rules and regulations, as well as understand its funding agency's laws and policies.


Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.


1. Candidates may substitute experience, as defined above, at the rate of one year of experience for 30 credit hours of education, for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required education and experience.


The desired candidate should have experience working in a front desk setting, as well as experience analyzing data and creating reports which demonstrate trends, based on data charts previously prepared.


This position is limited to current employees of the Harford County Health Department only.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
