Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Administrative Officer III. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time the applicant is applying. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

Under the direction of the Manager of  Reemployment Programs and Services for the Division of Unemployment Insurance (DUI), the main purpose of the Reemployment Specialist is to monitor and handle unemployment-related activities related to the Reemployment Services and Eligibility Assessment (RESEA) and Reemployment Opportunity Workshop (ROW) Programs, including new reemployment touchpoints to increase claimant accountability. This person will also be trained how to monitor and process various special claim programs that could be available to claimants based on specific requirements and help improve their opportunities for more employment opportunities. The special claim programs would include: Trade Readjustment Allowance (TRA), Reemployment Trade Adjustment Allowance (RTAA), Additional Training Benefit Services (ATB), Disaster Unemployment Assistance (DUA), and Work Sharing (WS).

POSITION DUTIES

The Reemployment Specialist will work in collaboration with the DUI Manager of Reemployment Programs & Services, Management and trainers from Division of Workforce Development and Adult Learning (DWDAL), DUI staff from the Claim and Adjudication Centers, and/or other partners to ensure the needs of DUI claimants are met through RESEA, ROW, and/or the special claim programs. The position duties will be performed to meet compliance standards for timeliness and accuracy as set forth by Federal Department of Labor guidance and the State of Maryland policies and laws. Most communication will be handled by telephone contact and could include some in-person communication. The customers will include State of Maryland citizens who are unemployed and in search of new employment, DUI management and co-workers, DWDAL management and staff, employers, and other agencies/partners. Please be advised that travel may be required and a State vehicle will not always be available. Reimbursement for use of a personal vehicle will apply according to State of Maryland travel policy.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One (1) years experience in Customer Relations with at least six (6) months of telephone communication with the public/customers.

DESIRED OR PREFERRED QUALIFICATIONS

A current and valid Drivers License along with willingness to travel to DUI and/or DWDAL locations throughout the State of Maryland as needed and/or requested using a State vehicle (if available) or personal vehicle (if needed).

Two years experience working in one of the following:

Unemployment Insurance Claims & Adjudication  -- OR-- Workforce Development in Special Programs and/or as a RESEA/ROW trainer

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
