Introduction
The Air and Radiation Administration, Operational & Administrative Services is recruiting for an Administrative Officer III. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
The main purpose of this position is to prepare fiscal and financial reporting for the Air and Radiation Administration(ARA), Operational & Administrative Services for all reimbursable grant projects and special funds.
This incumbent will work with the Manager, Operations and Administrative Services in regards to budget preparation, projections, budgetary amendments, reimbursable expenditure tracking, fund reconciliations and State grants management.
In addition, this incumbent will be responsible for contract management, procurement, inventory, and audit control.
The position will function as a Contract Manager responsible for the creation, execution, administration, and close-out of all service contracts through coordination with ARA Programs along with the Budget and Procurement Offices.
As Procurement Officer, the incumbent will use the Advanced Purchasing and Inventory System (ADPICS) portion of Financial Management Information System (FMIS) to facilitate the procurement process for reviewing and processing requests with accuracy, convert requisitions as needed, as well as prepare and submit computer replacement schedules and requisitions.
As Inventory Officer, this incumbent will ensure accurate fleet management by providing daily assignments, maintaining reporting associated with mileage, driver eligibility, moving violations, accidents, maintenance, inspections, etc. The incumbent will also be responsible for annual completion of inventory verification and in maintaining the Inventory Database.
As the Budgetary and Fiscal Associate, this incumbent will provide reimbursable funds management, encumbrance reconciliation, track expenditures and a monthly analysis of Reimbursable Funds and Contractual obligations.
This incumbent will also provide financial records that are accurate, timely and using appropriate funding PCA's and objects within the FMIS and MDE Fortis system comparing all records to the FMIS document status report by general ledger accounts.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:

One year experience monitoring/invoicing multiple reimbursable grants and contracts;

Experience in conducting analysis, collecting data, establishing facts, and defining problems;

One year experience with FMIS, ADPICS, R*STARS or similar accounting systems;

Two years of experience performing data entry and tracking of expenditures in a financial management system/database/software;

Two years of procurement experience, including those related to Corporate Credit Card (CPC) transactions;

Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access and Power Point, Google Mail and/or other relevant software;
-
Experience developing bid documents;
-
Experience procuring commodities and services through competitive or negotiated processes.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
