Main Purpose of Job

The purpose of this position is to function at a full performance level providing Real Property Management in the Civil Engineering Office to develop and manage the real estate activities and to serve as technical consultant to the Assistant United States Property and Fiscal Officer (USP&FO) for Real Property. Oversees all real estate transactions to include acquisitions, disposal, capitalization, financial management, accountability and reporting, and inspections. Maintains accurate, current, complete real property records utilizing the Automated Civil Engineering System and submits required reports to the Chief, Real Estate Branch, National Guard Bureau, Andrews AFB, MD.

POSITION DUTIES

Establishes and maintains a quantitative and monetary capital asset account.

Monitors all programming documents, work orders and contracts to ensure that all changes affecting real property records are reflected.

Prepares and maintains this auditable real property account in accordance with applicable regulations.

Updates real property records with changes noted during inspection in accordance with established procedures.

Conducts surveys of base boundaries to ensure that acts of encroachment have not occurred.

Prepares and submits all required real property reports using the Automated Civil Engineer System.

Provides real property statistics and recommendations concerning the utilization, development, and disposal programs of real property to assist in the facility programming process.

Analyzes such space for compatibility of us, allowable criteria, cost of any change and presents analysis to Facilities Board with recommendations.

Participates in site selection surveys and assists in obtaining rights of entry.

Maintains a current listing of managers for all facilities and provide updated lists to appropriate organizations.

Represents the Base Civil Engineer at meetings public or closed involving realty matters on an as-required basis.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with a Real Estate Database.

One year of experience with the declaration of excess and/or proposed facility disposal actions for real estate, including land and/or buildings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
