Main Purpose of Job

The main purpose of this position is to assist the BHA General Services Administrator with oversight for the planning, implementation and oversight of daily operations for the executive and support staff for Behavioral Health Administration. Duties include: Create, document and track maintenance requests (using Excel database) for all four (4) buildings on campus. Works closely with the maintenance staff at SGHC to ensure repair and/or replacement of building equipment is completed. Work with SGHC Units on campus to place/receive telephone requests, key/access card requests, e-fax etc., ensuring forms are filled out correctly and submitted to the appropriate office for processing; fire alarm testing; elevator testing etc. Evaluate ADA requests and resolves the accommodation(s) that are necessary. Monitor electronic office equipment such as: copiers and vending machines for service replacement and/or repairs, as well as, making sure the vendor is compliant to the terms and conditions of the State contract. Perform building assessments on employee workspace/buildings and make recommendations of new plans and policies to executive staff to improve work environment and daily operations. Work with supervisor on all Building Projects such as: Acoustical ceiling tile replacement and painting project; carpet replacement for Mitchell Building, Dumpsters for clean out of buildings and offices. Designated Property Accountable Officer for BHA’s inventory of furniture and equipment assigned to the division. Attend construction/maintenance project meetings and progress meetings with the architect and engineering firm, contractor, construction inspector and maintenance chief to ensure contractor is compliant to the terms and conditions of the State issued contract when the supervisor is not able to attend. Order toner(s) and cartridges for individual printers until they are phased out. Order new cell phones or replacement phones for BHA staff, verify all billing invoices for payment, add any new cell phone/staff assignment to the database. Work closely with MDH, Central Services staff for all cell phone requests and keep accurate spreadsheets on all Electronic equipment assigned to staff including cell phones, I-pads, wifi’s etc. Verify all bills for copiers, shredding service, work requests, furniture requests etc. with our Finance Unit. BHA contact person for Record Retention requests and submittals. Provide all new personnel with an Employee Welcome Packet.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes: 1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have experience in facilities management to include overseeing/coordinating building maintenance projects, employee health and safety (including security), logistical experience involving office and staff relocation,and experience overseeing material procurement or service contracts. Applicants should also be proficient in creating, manipulating data and formulating final reports using excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
