Main Purpose of Job

The Project Manager ensures that the office space and facility needs for Department of Human Services (DHS) Local Departments of Social Services (LDSS) are met by overseeing and assisting with all phases of leasing. This is achieved by coordinating the implementation of construction/renovation projects that are designed to significantly upgrade office space for the LDSS and other Department facilities, overseeing the coordination of evaluating the needs and requests for facilities and space, design construction and/or modification of LDSS, Family Investment and Child Support locations.The position contributes to the DHS mission by enhancing and, where required, expanding office space for the LDSSs and Child Support locations, thus encouraging quality service delivery and improving staff and customer morale and productivity.

POSITION DUTIES

This position schedules and conducts inspection visits to all sites to ensure that all sites conform to statewide facility standards; coordinates with landlords/property managers to correct infractions found during inspections, or identified between inspections; follows up with appropriate personnel until all issues are resolved; participates in trainings for health, safety, security and property management topics to enhance knowledge in mitigating facility-related issues; coordinates or attends progress meetings which involve the Department of General Services (DGS)/Office of Real Estate staff, landlords, technical vendors, and other appropriate personnel; prepares all necessary documentation to support lease renewals, new leases and DHS requests for additional space; provides progress and status reports to the Senior Property Manager, the Assistant Chief, Property Management, Chief, Division of Administrative Operations and all other appropriate officials in the Division of Administrative Operations; coordinates and supports the assignments and scheduling of construction and reconstruction projects; directs and participates in the development of detailed space programs and layout for the preparation of architectural blueprints to be used as a contractual document for a project; develops and coordinates detailed work plans for special short-term projects as directed by the Senior Property Manager; and performs all other duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited four-year college or university.

EXPERIENCE: Three years experience in administrative or professional work.

NOTES:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years of experience in commercial property management.

2. Ability to interpret construction drawings (space/site plans).

3. One year experience in construction project budget management

4. One year experience with construction vendor management (i.e. the coordination of vendors involved with a commercial facility renovation or construction project)

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
