Main Purpose of Job
The main purpose of this position is the intake of complaints and facility reported incidents for long term care facilities. This position communicates with the general public, local governments and other State and federal agencies regarding the rights of residents in these facilities. The complaints are distributed to the coordinator for investigation. The complaints, in most cases, results in on-site surveys of the providers by the Office of Health Care Quality's (OHCQ) health care surveyors who determine the providers compliance with federal Medicare and Medicaid certification regulations and/or State laws and regulations. The providers are regulated to ensure that Marylanders receive quality health care services by appropriately licensed and/or certified health care providers and professionals. This position handles triage complaints received by phone, in writing and/or in person from consumers, family members, patients, residents and other city, State, federal, and private agencies and conducts a comprehensive phone interview with the complainant to ensure essential information is received to complete a thorough investigation of the complaint.
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate should be able to independently review and determine the seriousness of the complaints and set priority levels for the timing of the investigation; ensure that all related information received at the time of the initial complaint is placed into ACTs and distributed to the assigned coordinator in a timely manner; and provide information and guidance to complainants using expertise and knowledge of State and federal laws and regulations to assist consumers through the complaint process.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
