LOCATION OF POSITION
Main Purpose of Job
POSITION DUTIES
-
Establish audit schedule and prepare correspondence.

Ensure State Agencies adequately account for and control State Property.

Monitor and review Legislative Audit Reports for State Agencies to identify particular problems.

Assist in drafting new procedures and manuals as necessary.

Train Statewide Property Officers to ensure compliance.
-
Conduct inventory audits of agency records to assure compliance with statewide inventory management system regulations and procedures.

Take corrective action when deficiencies are identified and enforce compliance with procedures.

Apply the concepts and techniques of inventory control policies, procedures, and practices to the needs of Fixed Asset Inventory audits.

Identify problem areas within State agencies and recommend appropriate solutions based on the regulations/ standards of the DGS Inventory Control Manual.

Prepare and present within five business days, written reports (discussion notes) of audit findings which include practical recommendations for compliance.

Assist agencies in coming into compliance with statutory requirements, regulations, and procedures that apply to inventory.

Provide outreach and assistance to agency property officers/inventory personnel to ensure proper compliance.

Assist agencies with Annual Inventory Reports.

Assist agencies with excess property.

Develop knowledge of ISSSD procedures to assist where needed.

Assist agencies in the establishment of control accounts in order to insure compliance with State policies and procedures.

Assist with Fleet/Fuel operations and compliance.

Other duties as required.
Note:This is a contractual (hourly) position, with an annual renewal option available.
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two (2) years of experience in Inventory Management.

Proficiency in Microsoft Office including Microsoft Excel, Word, and PowerPoint is required.

Auditing experience

Excellent verbal and written communication skills.

Experience in implementing technologies to improve workflows and business processes.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
