LOCATION OF POSITION
Main Purpose of Job
The main purpose of this position is to provide health program and policy leadership and support to the Planning Administration (Planning) in the Office of Health Care Financing at the Maryland Department of Health. This position provides expert consultation and technical advice on Medicaid-related polices and develops position papers and other reports to Planning leadership and, by extension, MDH leadership. This position initiates, plans, designs and executes projects overseen by Planning for the Medicaid Program, including new initiatives mandated by state or federal legislation, statute or regulations and those required for day-to-day operations of the Medicaid program. This position is responsible for evaluation of existing programs and initiatives. This position provides technical advice and guidance to lower-level Health Policy Analysts. This position is further responsible for review of work prepared by lower-level Health Policy Analysts for validity and reliability of findings, interpretations, conclusions, recommendations and final reports.
This position serves as the Special Assistant to Planning's Senior Program Manager and Division Chiefs and leads several other lower-level Health Policy Analysts on various projects. This position will be responsible for high-priority Medicaid policy and data analysis. The position will be primarily responsible for developing and implementing various health reform activities and special projects. The position will oversee grant- and waiver-related activities, including developing and writing new proposals, coordinating official correspondence and managing the financial and narrative reporting process. This position will provide subject matter expertise in projects focused on Maryland's Total Cost of Care Model, including strategic high-level policy analysis and direction in quantitative data analysis, as well as important monitoring and evaluation activities for federal programs. This position will also monitor and analyze state and federal legislative initiatives. Additional activities may include: evaluation of existing programs, recommending programmatic changes, and monitoring and producing analyses on the impact of Medicaid cost containment initiatives.
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.
2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
