Main Purpose of Job
The incumbent of this position functions as the Assistant Manager of the Correctional Centralized Hiring Unit, and oversees the day-to-day operation of the unit. The unit is responsible for completing the investigative backgrounds and hiring of all entry-level Correctional Officers and Reinstatements to work for the Department of Public Safety and Correctional Services. This includes the Division of Correction's facilities in Baltimore, Jessup, Sykesville, Southern Maryland and Eastern Shore as well as the Division of Pre-Trial Detention and Services and Patuxent Institution. The Correctional Centralized Hiring Unit is also responsible for performing background investigations for all institutional support staff applicants, Correctional Officer re-certifications, DPSCS Promotional and Transfer candidates, applicants to Parole and Probation and outside Vendor contracts. This incumbent also supervises the Drug Testing, Psychological and Physical examination process for newly hired Correctional Officers as well as other mandated staff hired by the various DPSCS Institutions.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The following qualification is preferred, not required:
Experience reviewing background investigations such as: criminal records history, employment screenings, and neighborhood references.
Experience reviewing and implementing the Maryland Police and Correctional Training Commissions Guidelines for Mandated positions as stated in C.O.M.A.R. 12.10.01.
