The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Administrator I to function as a Regional Business Navigator. Responsibilities include conducting employer outreach, engage in advocacy efforts, organize and facilitate job fairs and recruitments, and conduct pre-screening for hiring executives, local businesses, business associations, business groups, industry partners and community based organizations. Analyze complex business challenges, develop customized solutions to detailed and unique situations, and guide business executives through the execution of the solutions in order to increase business retention, prevent businesses from shrinking/closing, to prevent employee lay-offs and to grow business and create jobs in Maryland. Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to State travel policy.

Main Purpose of Job
Working directly with business executives throughout the business life cycle, the position analyzes complex business challenges, develops customized solutions to detailed and unique situations, and guides business executives through the execution of the solutions in order to increase business retention, prevent businesses from shrinking/closing, to prevent employee lay-offs and to grow business and create jobs in Maryland.
This individual will possess a thorough understanding of economics, labor market information (LMI) business life cycles, be able to assess the life stage of a business and identify the necessary resources to meet and exceed the expectations of Maryland businesses.
In the event that a business is forced to file a Worker Adjustment and Retraining Notification (WARN) notice, this team of problem solvers will be deployed to rapid response projects statewide. The business consultants will work directly with companies to create win-win situations during business transitions. When a business files a WARN, Business Services and Dislocation Services staff contact the business to analyze the magnitude of the layoff, discuss worker transition services and create strategies to best serve the business and the employees impacted by the layoff.
Learns about a business in need of high-level, expert consulting through daily communications with members of the DLLR business services team, from the MD Department of Business and Economic Development, from the Governor’s office, from the Governor’s Workforce Investment Board, from the Governor’s Economic Development Commission, from headlines in the media, and from other miscellaneous sources.
Meets with company leadership to review company operations and understand the company’s unique business challenges which are preventing the company from thriving and growing.
Acts as a “trusted advisor” to help guide the business through the solutions process, adjusting plan as needs and market conditions change.
Works collaboratively with business executives to guide and help them navigate through a solutions model specific to that business.
Connect with talent pipeline resources to meet business needs: American Job Centers (AJCs), State talent data base, Workforce Investment Boards (WIBs), partner agencies, non-profits, etc.
Assist with Rapid Response efforts, including providing Trade information and assistance with Trade applications model.
Business Services Team works closely with this person; providing leads, business introductions, and proper handoffs. They also assist with information sharing throughout the workforce system.
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
One year of professional sales or business outreach experience.
DESIRED OR PREFERRED QUALIFICATIONS
1 year of experience analyzing and interpreting labor market data.
1 year of experience delivering presentations to groups of businesses in a professional setting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
