Main Purpose of Job

The main purpose of this position is to provide management of Workday processing Unit as well as collect extract analyze and present critical HR data. This position is responsible for the application of appropriate personnel rules guidelines and regulations for each transaction as it supervises the staff of the Office of Human Resource's Workday Processing Unit as well as perform PIN management.The position is responsible for the extrapolation of data from various systems which reflect different types of data in order to produce the most accurate picture of issues affecting staff and trends which reflect the need for change.

The incumbent will research and collect information to perform data synthesis draft reports and graphs to show qualitative and quantitative data as it relates to tracking vacancies and retention turnover training needs and identifying the potential for Reorgs. The position is also responsible for the management of the PEP process and oversight and maintenance of Personnel Records for all staff currently assigned to the Agency contractual and permanent as well as for personnel records of staff who have vacated their positions. This position will act as a liaison between OHR and the Office of Innovation in reconciling HR and Workday data.

POSITION DUTIES

Supervisory Duties...Provides oversight and direction to the Workday Processing Unit. Plans coordinates and supervises the work of assigned staff which involves prioritizing assigning reviewing and evaluating work. Interviews, hires and trains new staff. Monitors staff performance by coaching counseling and disciplining as appropriate. Conducts staff meeting to discuss goals assign projects, and disseminates information to staff from internal and external pertinent sources. Within Workday the supervisor reviews makes corrections of transaction documents, if needed, by consulting the unit program managers. Approves the entering of transaction documents completed by staff before they are entered into the SPS system and sent to HRDT within the designated timeframes. Guarantees that all pertinent documents are located within Personnel Files and that staff has knowledge of the required documentation.

Prepares reports for the Director and Hiring and Promotions Unit so the unit can track PIN status and, together with the requesting unit, determine how best to utilize available PINs. As necessary extrapolates data from various systems databases and spreadsheets in order to assemble relevant facts for use by Administrative and Managerial staff. Accesses Process Street, the Vacancy Tracker, and Workday to reconcile and extract data.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Four years of experience in administrative staff or professional work.

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Two years of experience in a supervisory capacity extracting data from Workday and various database trackers to create reports

Two years of experience processing personnel transactions in an HRIS (Human Resource Information System)

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience creating organization charts using VISIO.

One year of experience overseeing personnel records in a governmental Human Resources/Personnel office environment.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
