Main Purpose of Job

The main purpose of this position is to function as a lead member of the DWDAL Policy Unit. This includes: coordinating, interpreting, researching, developing, and monitoring policy initiatives related to adult education, correctional education, and workforce development on the local, State, and national levels. Designated duties will support the DWDAL Policy Unit in its functions of promoting, planning, developing and implementing programs, as required by statute, regulation, executive order, and/or departmental priority that will facilitate efficient and effective delivery of departmental services to the citizens of Maryland

POSITION DUTIES

Position duties for the Policy Analyst include independent writing and research; coordinating, interpreting, and researching policy initiatives, grant development; assistance with the development and evaluation of legislative concepts; analysis of legal and statutory implications on program implementation; preparation of briefing memos and talking points; participation on inter-agency workgroups; statistical analysis related to Maryland’s workforce system; and technical assistance, as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must have a minimum of (2) years experience with workforce development, adult education, and/or correctional education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working in policy development and knowledge of the Workforce Innovation and Opportunity Act (WIOA) are preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
