Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Administrator II (Leasing Manager). This position is responsible for monitoring energy usage in the agency and providing energy reporting to MDGS. Space planning activities, as well as relocations of offices that fall under this position. This position is limited to Department of Labor, Licensing and Regulation employees only.

Main Purpose of Job

The main purpose of this position is to direct, manage, oversee and monitor all departmental leases. This position is also responsible for monitoring energy usage in the agency and providing energy reporting to MDGS. Space planning activities, as well as relocations of offices fall under this position. This position relates to the agency's mission in that it provides consistent and dependable support for DLLR employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Direct, manage, oversee and monitor all field office repairs to ensure the minimum disruption to operations and staff, to ensure that such repairs are made in a timely manner and to ensure that costs are properly allocated between the landlord and the department.
  • Project Manager for future re-allocation and configuration of space to consolidate areas at Eutaw Street, Towson and Southwest facilities. Project Manager for relocating 200 employees for 500 N. Calvert Street.
  • Preparing preliminary floors plans for vacant space determination as required, showing the location of offices and cubicles in the designated area. Prepare and submit summary space reports and updates as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Property Management, facility oversight and fit-up of building experience

Experience with monitoring rental leases for facilities

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
