Introduction

The State Department of Assessments and Taxation is accepting applications from all qualified applicants for the position of Administrator II. This position will serve as the Deputy to the Program Manager of the Tax Credits Programs Division.

Main Purpose of Job

The main purpose of this position is to serve as a special assistant to the Program Manager of the Tax Credit Programs. While the main day to day operations would be to administer the Homeowners Tax Credit, Renters Tax Credit and Homestead Tax Credit Eligibility Programs, the essential focus of the Agencys mission is to provide property tax relief to citizens. However, equally as important as the day to day functions, is the planning, organizing and the supervising of the work of an internal staff of auditors.

POSITION DUTIES

  • Develops and implements the administrative policies, management plans and processing procedures for the auditing of tax credit reimbursements and the recapture of tax credits on transferred properties between the State and local County governments.
  • Plans, organizes and supervises the work of a team of internal auditors who are responsible for the audit of tax credit applications submitted by applicants.
  • Assists the Program Manager with the administration of the Tax Credit Programs and performs assigned duties in the absence of the Program Manager.
  • Assists the Program Manager with the development and implementation of the administrative policies and standards for the income and reporting requirements for all applicants to the tax credit programs.
  • Represents the Department at Property Tax Assessment Appeal Board hearings and testifies as a witness at the Maryland Tax Court on the tax credit program cases.
  • Represents the Department with public and private groups or organizations to publicize the programs. Resolves or delegates customer service issues and applicant issues with their representatives or elected officials. Develops and maintains various reporting systems to provide statistical and other information.
  • Assists the Program Manager with the development and implementation of management plans and processing procedures required for the effective operation of the three tax credit programs.   Analyzes and makes recommendations to Administration on new or proposed legislation, public information efforts, internal data processing systems, telephone management, mail services, records management and office space.
  • Assists the Program Manager with the preparation and administration of the annual budget for the Tax Credit Programs.
  • Oversees the hiring, training and on-going evaluation of employees as well as other personnel issues.
  • Assists the Program Manager with the review, updates and revision of all forms, pamphlets and other written materials utilized by the Tax Credit Programs.
  • Performs other work related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

LIMITATIONS ON SELECTION

Must be willing to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
