LOCATION OF POSITION

Department of Housing and Community Development Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position works within the Research Department as a Housing Research Assistant & GIS Analyst to augment unit to research and analyze housing, demographic and economic issues, conduct surveys and collect data, analyze data using mathematical models and statistical techniques. Position will use data collected to prepare reports, tables, and charts that present research results as well as interpret and forecast future trends. Candidate will be expected to manage multiple projects, each with competing deadlines.

Candidate will be self- determining and be able to establish methodology for projects requiring training for mainly internal data familiarity. Position will be required to use intermediate to advanced skills in Access and Excel to dissect large datasets required for a study/project in order to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors.

Candidate will study historical performance/trends of our internal program and use them to make projections when required. This position must possess the ability and be familiar with advanced analytical features such as the data analysis toolpak for analysis and to run macros in order to assign data points for equitable distribution of funds to jurisdictions based on census and demographic data.

The preferred candidate will have experience using SQL or Python to script data processes including but not limited to automating data collection, scrubbing data, transforming data, and implementing improved processes. The candidate must have technical writing experience to create documentation of workflows and processes. Knowledge of data visualization tools (PowerBi, Tableau) will be a plus.

This position will help collect and scrub internal program data matching data from the Annual Report to tables in Economic Impact worksheet and to establish data consistency with Clean Data depository. This position must understand and have the ability to work with Census.gov decennial census data, American Community Survey, American Fact Finder as well navigating and extractions from BLS, Economy.com-Data Buffet, Maryland Realtor Association, to name a few required for most analysis. Work assigned may require original analysis set up using advance formula calculations - minimal template project work.

Not necessary to qualify for the position, this position may help support the GIS unit within the Housing Economic Research Office by collecting and or scrubbing program data for mapping requests for internal and external clients. Candidate must be able to create detailed maps and provides geographic (spatial) analyses using ArcGIS software (preferred), often in a fast paced environment with quick turnaround time for deliverables.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants who are not substituting graduate level education at the rate of 30 semester credit hours on a year-for-year basis for the required general experience must have at least two years of administrative staff or professional work experience with data analysis & standardization.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of experience with data analysis & standardization;
2. One year of experience collecting & analyzing housing, demographic and economic data;
3. One year of experience with Geographic Information Systems (GIS) software;
4. One year of experience with Structured Query Language (SQL) and/or Python;
5. Bachelor’s Degree in Economics & Finance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You will be required to complete a qualifications supplement, and the rating is based on your application. Therefore, it is important that you provide complete and accurate information on your application. Report all experience and education that is related to this position. Successful candidates will be rated and placed in Best, Better and Qualified categories on the eligible list and will remain eligible for at least one year.

Additionally, because this position requires experience with analyzing and interpreting data, a test will be distributed that will identify your skill level with Microsoft Excel.
