Main Purpose of Job

The main purpose of this position is to conduct data analytics to meet departmental needs. This position works to establish data collection methods and validation methods to ensure the accuracy of federal and state reports and other data inquiries. The incumbent in this position has the primary responsibility for conducting independent research work involving design and execution of projects investigating problems in welfare programs administered by the Maryland Department of Human Services' (DHS), Family Investment Administration (FIA); initiates and directs special studies to assess the impact of legislation and policies; executes data studies by taking responsibility for the validity of the findings, interpretation, conclusions, and final reports; presents reports and recommendations relevant to program performance, costs, and projected future needs and a subject matter expert on issues related to program data, and as such, advises FIA leadership and Program Directors.

POSITION DUTIES

Establishes data collection and the validation methods to ensure the accuracy of data; works with program directors to assess needs for statistical data to establish systems and tools for data collection and analysis; provides customer service to both internal and external customers that meets or exceeds the standards set by the Department. Prepares and presents reports to stakeholders including but not limited to Federal and State agencies, FIA leadership, Office of Budget, Legislative Bodies, Advocates, and the Public. Conducts studies involving large amounts of data in order to formulate conclusions to inform decision making on the part of DHS and FIA leadership and program Directors. Maintains a working knowledge of all FIA programs, procedures, policies, and information to aid in data analysis and reports. Analyzes proposed or new legislation and regulations to determine their impact on FIA programs; provides written assessment of policies and recommendations; and assists in the preparation and coordination of responses to legislative and Public Information Act inquiries.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of administrative staff or professional experience working in a Human Service Program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

1. Two years of experience in data analysis, statistics, computer science, accounting, and/or finance.

2. One year of experience in data mining, data analysis, and working with data processing.

3. One year of experience using Microsoft Office Suite Word and Excel and/or other data analytic tools. 

4. Possession of a Bachelor's degree in math, computer science, data science or closely related field is strongly preferred.

5. Demonstrated ability to write a narrative explaining the results of complex data analysis and experience conducting presentations to large audiences.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
