This position will direct the Office of Community Support Services and will be responsible for managing numerous programs and upervising staff. This position will ensure programs are operating effectively, meet needs of clients, and work with budgets, rules, and regulations. This position will organize program activities, work with community partners, and prepare and submit program reports. This position will also provide professional individual and group counseling services to clients with mental and emotional disorders and their families. This position will assess clients to create treatment plans and arrange required support services, advocate for client services and collaborate with other treatment providers to coordinate services. This position is an Administrator II position; however due to required counseling duties, applicants must be licensed by the Board of Professional Counselors and Therapists as a licensed clinical professional counselor (LCPC) or a Licensed Clinical Social Worker Licensed by the Maryland Board of Social Workers (LCSWC).


Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.


The preferred candidate should possess the following:

  • Experience supervising, managing, and motivating employees
  • Experience managing budgets, allocating funds for services in a fiscally responsible manner, and monitoring expenditures
  • Knowledge of community resources for assistance, housing, food, health insurance, behavioral health treatment, etc.
  • Experience providing licensed professional counseling and therapy. Must possess license as a LCPC or a LCSW-C which is issued by the Maryland Board of Professional Counselors and Therapists.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
