Main Purpose of Job

The main purpose of this position is to serve as the Deputy Director of Communications for the Baltimore City Department of Social Services. In that role, the incumbent will be responsible for the oversight of staff in the absence of the Director of Communications, providing project management, responding to media inquiries, managing vendor relationships, ensuring the compliance with COMAR and state law regulations, and carrying out the internal and external communications needs of the agency. This position is responsible for helping to develop and execute the internal communications strategy for the agency, playing a critical role in strengthening employee morale as well as effectively communicating the agency's priorities and ensuring wide communications about our obligation to comply with COMAR regulations and state law.

This position is also responsible for helping to develop and execute the external communications strategy for the agency, which includes promotion of agency initiatives and activities. This also includes managing relationships with external stakeholders and representing the agency when needed. Additionally, the incumbent will be responsible for the acquisition of goods and services needed to carry out the agency's communications objectives. 

POSITION DUTIES

INTERNAL COMMUNICATIONS...This position will work together with the Director of Communications to develop and execute an internal communication plan. This plan covers all program areas of the Department and provides messaging and associated activities for 2000 BCDSS employees in 16 sites and all local hospitals. The incumbent will be responsible for implementing the plan such that employees have a clear sense of agency priorities/practices and understand their role in the agency's success. The incumbent is directly responsible for drafting correspondence on behalf of leadership and providing it to the Director of Communications for review.

Additionally, the incumbent must ensure that all internal materials (e.g. letterhead, business cards, etc.) stay up to date for all agency staff. This person will work with the Employee Wellness coordinators to craft messaging and strategy to strengthen employee morale. This person is responsible for actively seeking opportunities for internal communications. Additionally, this position is responsible for adapting agency policies and procedures into digestible and user-friendly communications messaging so that staff have a clear understanding of the agency's procedures, guidelines and priorities and their role in adhering to them.

EXTERNAL COMMUNICATIONS...This position will work together with the Director of Communications to develop and execute an external communications plan. This position will be responsible for implementing a proactive communications program to enhance the reputation of the agency and increase visibility to all external stakeholders. This position will be responsible for the advertising and marketing for priority areas of work in a variety of media outlets (e.g. foster parent recruiting). This includes creating a yearly marketing and advertising plan for foster parent recruitment efforts to be reviewed by the Director of Communications. In that capacity, the incumbent will be responsible for acquiring vendors for the distribution of public services announcements, online advertisements, print ads and other platforms.

This position will be responsible for the production and planning of advertising content and media. This position will also be responsible for the development and drafting copy of all communication collateral including brochures, pamphlets, flyers etc. Additionally, this position will ensure constant activity and engagement on social media including Facebook and Twitter. They will manage the Public Affairs Specialist and ensure the agency's digital communication goals are being met. They will also develop and maintain working relationships with major print and TV outlets locally; coordinate media contacts, including background research for interviews; and monitor the media for mention of the agency.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum and selective qualifications to be considered, and to appear on the list of people eligible for hire.

EDUCATION: A bachelor's degree from an accredited college or university

EXPERIENCE: Four years of experience in administrative staff or professional work

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

 

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

-Experience drafting correspondence used for public relations

-Experience developing and executing internal and external communication strategies

-Experience working with media agencies such TV stations and/or vendors engaged in public service announcements, online advertisements, print ads, etc.

-Supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
