Main Purpose of Job

Within the Office of Grants, Policy, and Statistics this position provides senior level policy and procedure administration. The individual in this position will research, develop, prepare, and recommend correctional operation’s policy and procedures for issuance by the correctional facility officials.

The work requires a substantive knowledge of correctional facility operations and demands remarkable interpersonal skills with special sensitivity to resolving organizational issues. Workload demands efficient and effective organizational skills.

Work products and related outcomes are extremely visible to all levels of the Department and non-Department representatives and, therefore, have significant effect on employee and public confidence concerning operational activities.

POSITION DUTIES

Conducts research and analysis necessary to develop and determine the impact of proposed policy and procedures on the Department’s correctional operations responsibilities.

  • Acts as liaison with Division staff to coordinate the drafting, review, and assessment of proposed policy and procedure documents.
  • Prepares proposed policy and procedure documents in final format for legal and executive review.
  • Prepares and oversees the posting of authorized policy and procedure documents to the Department's intranet and public website.
  • Assists with planning, development, and coordinating major Department policy initiatives.

Prepares, coordinates, and conducts activities associated with requirements for updating Department and agency policy and procedure documents.

  • In cooperation with prison and detention center officials, and based on the results of document review decides the need for updating, replacement, or rescission of existing policy and procedures documents.
  • Supports a process for reviewing, replacing, and rescinding policy and procedure documents.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

Two years of experience working in a post-conviction correctional operation.

Two years of experience drafting, researching, analyzing, and developing policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

Experience writing regulatory language

Experience facilitating discussion amongst interdisciplinary teams

Project planning and management experience

Demonstrated skill in understanding and applying an analytic framework to policy which considers the intersectionality of social stratification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
