Main Purpose of Job

The incumbent is responsible for interpreting State equal employment opportunity laws, regulations, and policies and is responsible for investigating discrimination complaints, appeals, and whistleblower complaints, conducting agency audit compliance reviews, mediating equal employment opportunity disputes between employees, and assisting in preparing the Annual Statewide EEO Report. The incumbent is also responsible for EEO matters for DBM and DoIt, addressing ADA reasonable accommodation request and ensuring compliance with State and Federal laws within these agencies. The incumbent provides training and technical assistance to agency Fair Practices Officers, agency Equal Employment Opportunity Officers, agency ADA Coordinators, field staff, State managers, supervisors and employees.

POSITION DUTIES

This position is responsible for providing professional expertise in the areas of equal employment opportunity compliance, training, investigations, report writing, and diversity consultation to Fair Practices Officers, Equal Employment Opportunity Officers, Americans with Disabilities Act (ADA) Coordinators, directors, managers, supervisors, and employees in the Executive Branch and independent agencies that comprise the government of the State of Maryland.  The main purpose of this position is to implement the State’s equal employment opportunity program and ensure adherence to the standards set forth in the Annotate Code of Maryland, State Personnel and Pensions Article (SPP), § 2-203.1; § 2-302; § 5-2 & 3; the Governor’s Code of Fair Employment Practice, Executive Order 01.01.2007.16; and other applicable State and federal laws.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

At least two years of the required experience must have been in the following discipline:            

  •  EEO or Civil Rights investigations and training

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

  • Extensive substantive experience in EEO investigations
  • Extensive substantive experience in training and report writing

The ideal candidate will have:

  • Excellent organizational and communication skills (both verbal and written)
  • Sound investigative experience and technical knowledge
  • Strong analytical skills and experience analyzing EEO data and developing related reports
  • Skilled in MS Office Suite (Word, Excel, and PowerPoint)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
