Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for ADMINISTRATOR III in the Office of Workforce Development (OWD). Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

This position provides disability and youth services coordination and technical assistance to Maryland's Workforce Development System administered by the Maryland Department of Labor, Licensing & Regulation's Division of Workforce Development & Adult Learning. By utilizing a coordinated and strategic approach, this position will provide workforce professionals and partners with technical assistance, guidance, training, policies and procedures, partnership and resource development that will assist in serving youth and customers with disabilities more effectively.

POSITION DUTIES

 Develop service strategies to assist the System in overcoming barriers to service provision for youth and individuals with disabilities; Act as liaison to the Office of Fair Practices (EO) with regard to accommodation management, advocacy, advising the System on service provision and monitoring for compliance; Serve as a resource to the American Job Center  Labor Exchange Administrators, LWIA Directors, staff, business, employers, disability communities, youth service providers and youth partners;  Facilitate universal access to the American Career Center System for youth and individuals with disabilities;

Collaborates with LWIAs on behalf of the state to ensure customer satisfaction of youth program participants and individuals with disabilities within the American Job Centers; Identify funding sources and resources to support the System in serving youth and individuals with disabilities; Strengthens relationships with LWIAs and agency partners to achieve collaborative services for youth  and disabled customers; Provide technical assistance to businesses service representatives and increase their knowledge base of services, products, tax credits available to enhance their scope of service in promoting services to employers and increase hiring and retention of youth and people with disabilities; Host disability services and youth affinity groups to provide American Job Center staff with connectivity to each other, share best practices, receive guidance and training; Maintain positive working relationships with Community Disability Advocacy Organizations, Workforce Partner agencies, Business Organizations, Social Security Administration, and representatives from the local Social Security office; Facilitate training and technical assistance on assistive technologies and accommodations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year experience working with youth and individuals with disabilities.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with WIOA youth and disability programs. 

Experience managing workforce programs.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
