Main Purpose of Job

The main purpose of this position is to assist the Department PREA Coordinator in coordinating and directing the overall efforts within the Department of Public Safety and Correctional Services to comply with the requirements of the Prison Rape Elimination Act of 2003. The Office of the PREA Coordinator is responsible for developing agency-wide policy and procedures relating to PREA; providing technical advice regarding PREA to all DPSCS facilities; training new PREA compliance managers that manage PREA efforts within their respective facilities; managing grant-funded projects; reviewing and auditing facility efforts to comply with applicable Federal laws relating to PREA; and assisting with the auditing of outside correctional facilities to fulfill interstate auditing agreements.

POSITION DUTIES

  • Trains, educates, and informs agency staff regarding the requirements of the Prison Rape Elimination Act to include implementation requirements, auditing techniques, documentation requirements and corrective action plans.
  • Provides specialized reports as required by agency policy and PREA standards. 
  • Reviews and responds to audit reports and corrective action plans. 
  • Implements and monitors corrective action plans assuring continual compliance.  
  • Follows up on repeat audit findings to ensure that compliance is met.  
  • Performs internal reviews of facility efforts to meet all PREA requirements. 
  • Conducts formal PREA audits as the lead auditor or under the supervision of a certified auditor  
  • Assures that all PREA related activities are conducted in compliance with the National PREA Standards, 28 C.F.R. Part 115
  • Performs internal reviews of facility efforts to meet all PREA requirements. Consults with the Assistant States' Attorney on legal issues related to PREA
  • Responsible for the day to day operations of the Office of the PREA Coordinator.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must be able to receive training as a certified PREA auditor as determined by the United States Department of Justice. The following selective qualifications will allow the applicant to meet those requirements:


Three years of significant auditing, monitoring, quality assurance, investigations, or substantially similar experience with adult correctional facilities.

Experience auditing, monitoring, quality assurance, investigations, or similar experience with adult correctional facilities.
Experience conducting detailed interviews
Experience developing training materials and presenting information
Excellent writing skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
