Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

This position is located within the Telecommunications Access of Maryland (TAM) Team, a team responsible for ensuring all individuals in need of assistive telecommunications devices and services have access to a vast array of options.

These options are provided primarily through the Maryland Relay and the Maryland Access Telecommunications (MAT) programs. This position is responsible for the administration of the Maryland Relay program, which includes, but is not limited to contract administration and monitoring of the vendors selected to provide Telecommunications Relay Service (TRS), Captioned Telephone Service (CTS) and Real-time Text (RTT) to residents of and visitors to the State of Maryland.

This position is responsible for ensuring procurements are completed in accordance with state law. This position monitors products and services under the Maryland Relay program, FCC regulations and works closely with the Director of TAM, the National Association of Relay Administration (NASRA) and other supporting organizations on issues pursuant to the services supported by the Maryland Relay program. This position is responsible for participating in public relations efforts, including training and presenting, to assist with communicating the services provided under the Maryland Relay program throughout the state. This position is responsible for providing sign language interpretation, as needed.

This position requires Strong organizational skills; demonstrated ability to multitask and meet deadlines.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our preferred candidate will have the following: 

Familiarity with Maryland state law and regulations (Michie's Annotated Code and COMAR).

Two years of experience with process improvement and process mapping.

Familiarity with, and knowledge of, telecommunications relay services, including TTY, Captel and Real-time Text relay.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
