Main Purpose of Job

This position will supervise the In-Home Supports Assurance System (ISAS) and provide advanced technical expert level of work for the Maryland Medicaid Long Term Supports. This position will supervise employees in completing high-priority LTSS policy & data analyses and ISAS claims processing. This position will also evaluate, analyze, research and develop policy for processing claims and exceptions, data schema across SQL servers, and technical requirements essential to improving, and overseeing Maryland's LTSS and ISAS systems. This position will initiate, supervise, design, and execute ISAS business and LTSS system requirements, and assess the reliability of findings, interpretations, conclusions, and recommendations of vendor change requests and work orders. This position will also evaluate the accuracy of system use cases and viability of vendor data solutions, such as Integrated Voice Recognition (IVR) workflows, and SQL Ad Hoc Reporting structure. The position will develop and implement advanced data workflows based on the LTSS/ISAS system, as well as Department policy and business processes. The ISAS Business Process Manager will supervise and oversee the work products of key employees in ISAS Division, provide advanced contract monitoring, communicate with providers regarding claims reconciliation problems, prepare reports for state and federal agencies, and develop ISAS Division policies that are disseminated to all stakeholders across the State. This position will also work in conjunction with the Long Term Supports and Services Administration, various contractors hired to help administer the LTSS/ISAS systems, Medicaid Management Information System (MMIS) vendors, Office of the Inspector General (OIG) personnel, the Department of Information Technology (DOIT) liaisons, and executive level MDH directors and secretaries. Due to this position's expertise in the area of Maryland Medicaid LTSS/ISAS systems, this position will provide technical expertise and programmatic advice to Health Policy Analysts within the Office of Health Services and advise Chiefs, Executive Directors, and the Secretary on LTSS/ISAS system architecture and data analytics.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:

- experience in the Electronic Health Records field

- experience working with Health Technology

- Public Health related experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
