POSITION DUTIES

The main purpose of this position is to notify, counsel, and recommend treatment for persons identified or at risk for sexually transmitted infections (STI), including HIV. The position conducts field investigations to locate, notify, and refer identified at-risk community members for appropriate medical evaluation and recommended treatment services as deemed necessary, through the provision of early intervention, case management, and disease investigation services related to STIs and HIV. Case management and disease intervention activities include a process of identifying and evaluating affected persons, initiating client-centered counseling, eliciting information to facilitate partner management, developing client specific risk reduction plans, and evaluating persons exposed to or at increased risk for STIs and HIV. This position works collaboratively with health department staff, private health care providers, other disease intervention staff throughout the state, and community partners to ensure the proper management and delivery of effective and timely intervention services for clients and their respective social network.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following desired qualification(s). Include clear and specific information on your application regarding your qualifications.

- Experience with case management

- Experience working with high risk population (i.e. Substance abuse, HIV, STD Syphilis, etc.)

- Experience gathering and analyzing data to identify sources of infection

- Experience interviewing and counseling diagnosed patients with STD Syphillis and/or HIV

- Ability to travel to different provider offices and complete field visits in Howard County

- Ability to establish strong trust and rapport with clients to enhance disease intervention and prevention efforts

- Excellent oral, written and communication skills to communicate effectively with clients 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
