Main Purpose of Job

This position conducts complex investigations identifying violations of COMAR Title 11.14 Vehicle Inspections, governing the safety inspection of vehicles by Maryland Authorized Inspection Stations, Registered Inspection Mechanics in the State of Maryland and the Safety Equipment Repair Order program.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Experience:  At least six months of the required one year of experience in administrative or professional work must have been as a full-time law enforcement officer (certified police officer) assigned as an investigator or in an investigative capacity unless meeting the minimum qualifications using the master's degree substitution.

DESIRED OR PREFERRED QUALIFICATIONS

Experience:  Six months of experience performing mechanical repair, maintenance or inspection of motor vehicles.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal background investigation to include a polygraph examination before appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection for this process will involve a review of each application.  Applicants who meet the minimum and selective qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.  The list will be valid for one year.
