Introduction

This is a field position which involves extensive travel using an assigned State vehicle, and occasional weekend/ evening work.  This is a Continuity of Operations essential employee.  Working conditions may involve indoor/outdoor environments in all weather conditions.   Physical demands include restraint of very large animals, lifting and handling heavy equipment used in field/laboratories, and climbing fences, gates, etc.  Work may involve exposure to potentially harmful materials or bacteria.  Employee must follow all protocols regarding use of protective equipment, and be medically able to wear a respirator.

Main Purpose of Job

Assist Field Veterinarians and other personnel in implementing Animal Health programs to prevent, detect and control infectious or contagious diseases in livestock and poultry and promote animal health and productivity. Primary duties are inspections, investigations and sampling of animals and animal facilities, delivering samples and enforcement of Animal Health regulations.

POSITION DUTIES

Conducts inspection of animals and animal facilities for compliance with agency protocols.  Duties include:  organizes time to cover all routine inspections, disease investigations and assigned field activities; completes mandatory training; serves as back-up inspector at auction markets; tests birds and collects samples for laboratory testing; hatchery/flock inspections; inspection of animals and health papers at exhibitions, fairs and shows; inspection of licensed livestock and poultry dealers and swine import permit holders; conducts disease investigations for rabies, any reportable equine diseases and other livestock diseases; completes and submits all required reports.

Contagious Equine Metritis (CEM) Program. Duties include:  serves as primary CEM sample courier; maintains all CEM program records; learns to maintain CEM database and submit all required reports; and gains knowledge to provide CEM Quarantine Releases to CEM facility on request.

Animal Disease Traceability (ADT) Program Assistant.  Will learn to assist manager with: gathering necessary data for the ADT work plan, budget and quarterly reports, implementation of trace back audits, public outreach and marketing programs.

Provides administrative and technical support to program staff to triage reports, inquiries and complaints, and in conducting outreach and training to clients and at public events.

MINIMUM QUALIFICATIONS

Education:    Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.

Notes:

1.  Applicants may substitute fifteen credit hours in agriculture; animal, biological, environmental, food or physical sciences; chemistry; mathematics; engineering, or law enforcement at an accredited college or university for each year of experience for up to two years of experience. 

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • At least two years animal husbandry experience working with livestock or at a veterinary practice assisting in treatment or care of animals.
  • A minimum of 15 college credits in animal science or biology.
  • At least one year experience conducting inspections specifically related to livestock or poultry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license’s valid in the State of Maryland.
