Job Service Specialist III - LVER/DVOP (Local Veteran Employment Representative/Disabled Veterans’ Outreach Program Specialist). The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Job Service Specialist III to function as a Local Veteran Employment Representative (LVER)/Disabled Veterans’ Outreach Program Specialist (DVOP). This list will be used to fill current and future vacancies in other local offices. Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

To work with businesses, eligible veterans, and other eligible persons to solve their employment needs in order to provide the highest quality employment and training services that will support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

To provide services to businesses to fill their personnel needs by conducting employer outreach through telephone calls, emails, and site visits. Coordinate with unions, apprenticeship programs, and businesses to promote and secure employment and training programs for veterans. Input job orders into the automated system according to employer specifications. Provides intensive services to eligible veterans, and eligible spouses as defined in Title 38 United States Code (USC), paragraph 4103A(a). The goal is to assist eligible veterans and spouses to obtain or retain employment leading to self-sufficiency. In addition eligible veterans and eligible spouses must meet the definition of an individual with a Significant Barrier to Employment (SBE), or are members of a veteran population identified by the Secretary under Title 38 U.S.C. 4103A(a)(1)(C) as eligible for DVOP services, as explained in separate guidance from DOL.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in the field of workforce development involving conducting interviews with persons seeking employment and providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Additional experience in workforce development taking job orders from employers, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability may be substituted on a year-for-year basis for the required education.

2. Education at an accredited college or university may be substituted for one year of the required experience at the rate of thirty credit hours for each year of experience for up to two years of experience.

3. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education or experience.

SELECTIVE QUALIFICATIONS

Candidates must meet one of the following DVOP preference criteria for selection:

1.) qualified serve connected disable veterans:

2.) qualified eligible veterans; and

3.) qualified eligible person {38 U.S.C. 4101(5)}.

DESIRED OR PREFERRED QUALIFICATIONS

1. One year experience working with businesses to development employment opportunities.  

2. One year experience providing intensive services in a case management environment to veterans.
