POSITION DUTIES

This position provides guidance and assistance to the Department of Human Services (DHS), Central and Local Department of Social Services (LDSS) with management of the Department's Risk Management Program. The incumbent in this position serves as the Lead Risk Management Coordinator and provides instruction and training to DHS Executive Staff, LDSS, Managers, Supervisors, other Risk Management Coordinators, and staff statewide of the Risk Management Program.

The position is involved with planning, developing, and implementing policies and procedures for the Department's Statewide Risk Management Programs. Interprets Code of Maryland Regulations, the Annotated Code of Maryland, Federal Regulations, Worker's Compensation Commission and Injured Worker's Insurance Fund policies and procedures to Directors, Assistant Directors, Supervisors, Risk Management Coordinators and staff statewide regarding the appropriate manner in handling risk management concerns. Monitors applicable Workers' Compensation legislation and revisions and assist with implementing change throughout the Department. Makes final decisions in compliance with State, Federal rules regarding risk management concerns in the absence of the Risk Manager; assists with providing highly responsible and complex administrative support in the matters pertaining to risk management issues. This position conducts statewide site visits to investigate the accident scene and interviews employees involved in a work related injury or illness.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire.

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess one year of experience in each of these areas:

-  Experience in a health or clinical background and familiarity with medical terminology

-  Experience with Worker’s Compensation, work place safety standards and procedures

-  Responding to internal and external customer requests.

-  Handling confidential correspondence, and reports for executive level staff in an office setting.

-  Proficiency in the use of Microsoft Office Suite (Word, Excel, and PowerPoint for example), Google Suite (Google Sheets, Google Docs, Gmail, Google Calendar, and Google Voice).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
