Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply. This position is limited to current Maryland State employees only.

Main Purpose of Job

The primary function of this position is to serve as the Special Assistant to the Deputy Director and Assistant Director of the Water and Science Administration (WSA).  The position will also assist the Administrative Officer III, in the support of WSA's Director's Office in the full range of administrative responsibilities. In addition, this position may be assigned time sensitive and other special projects requiring independent judgement and strict confidentiality. 

POSITION DUTIES

The following duties are examples of assignments by the incumbent in this classification.  It is not a total list of duties nor is it restrictive regarding job assignments:

  • Maintains full knowledge of the Deputy Director's and Assistant Director's responsibilities and assigned tasks and exercises independent judgment in assisting with the execution of various work assignments in order to assist the Deputy Director and Assistant Director in meeting timelines and priorities.
  • Independently prepares letters/correspondence for the Deputy Director's signature.
  • Works with other Administrative staff, Program Administrators, and Division Chiefs in resolving administrative problems, which require a comprehensive understanding of the agency's policies, procedures, program policies in various rules and regulations. 
  • Where necessary under difficult and sometimes highly confidential circumstances, provides guidance and/or modifies direction/procedures in order to overcome obstacles in completing work assigned from Deputy Director or Assistant Director.
  •  Oversees the day-to-day and long-range schedule of the Deputy Director and Assistant Director, ensuring that staff has taken care of logistics and details to prepare for meetings and or conferences. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  • Excellent written and verbal communication skills;
  • Excellent interpersonal and customer service skills;
  • Ability to work in a fast-paced environment;
  • Ability to work independently;
  • Strong organizational and planning skills;
  • Experience composing /proofreading correspondence, letters, memos and emails;
  • Proficient in use of Microsoft Word, Google Mail/Calendar/Docs;
  • Ability to create/manipulate Excel spreadsheets;
  • One year experience providing administrative support to a high level administrator/manager.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
