LOCATION OF POSITION
Main Purpose of Job
The duties of this position include, but are not limited to the following:
Responsible for the organization and maintenance of bank, credit union, and trust company corporate structure files and the preparation of monthly reports, to ensure that information on Maryland-chartered banks, credit unions, and trust companies, and out-of-state banks doing business in Maryland, is kept current and is readily available when needed for: analyzing applications; preparing the Commissioner’s Annual Report; or responding to inquiries from banks, attorneys, the general public, members of the Maryland Legislature, and/or the Governor.
Responsible for annually reviewing all bank, credit union, and trust company corporate files and for purging documents as necessary in accordance with the OCFR records retention schedule.
Independently tracks, reviews, and recommends action to be taken on certain bank and credit union applications as assigned by the Assistant Commissioner of Corporate Activities. Application reviews to include: statutory/legal compliance requirements and basic financial information. As assigned, prepares written analyses of applications based on applicable legal authority.
Distributes Annual Information Update Package to banks, credit unions, and trust companies.
Organizes large-volume application documentation and, as necessary, obtains additional documents needed to process applications. Maintains E&T documents kept on file including: Trustee Fee Schedules, Prudent Investor Elections, Out-of State Trust Company registrations, etc.
Interacts with attorneys, bank and credit union personnel, or other regulatory agencies regarding status updates of pending applications, obtaining documents and/or information, or addressing general depository-application-related questions. Handles general banking-related questions received by phone, email, or mail from the general public.
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Two years experience in administrative or professional work.
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates that have the following:
Bachelor's Degree in Paralegal Studies
Experience in reviewing and using State and Federal Statue and regulations
Administrative Banking experience

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
