Main Purpose of Job

This position is responsible for supervising all programs, procedures and processes used by staff in the WISH (Work Initiative Self-Help) Program to get customer's job ready and employed under the Maryland Rise Initiative. This position is responsible for the overall day-to-day operations of the employment processes and reports directly to a WISH Program Manager. This position frequently meets with members from the community including, but not limited to, employers, businesses and administrators from staffing agencies, officials from County government, and members we have contracts, such as Department of Labor, Workforce Development, and the Board of Education.

POSITION DUTIES

Supervision of Work Program - Administers and supervises all functions with the Employment Program to include Job Readiness, Job Retention, Job Development, Job Placement, WORKS, Paid Internship, Non-Custodial Parent Employment Program, and the work experience processes.

Staff Development - Organizes conferences and seminars to ensure the appropriate staff are at the table to discuss and consider problems with policies and procedures in relations to the employment program.

Planning and Evaluation of Program - Meets with members or staff from vendors, employers and Community partners to review current processes, proposals, current processes and make recommendations to increase efficiency within the program.

Consultation and Guidance - Provides consultation and technical assistance regarding data that must be entered into WORKS. Runs daily and weekly reports from WORKS and ensures all program goals are being met.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal will possess the following:

At least six months experience in supervision or management.

At least one year of experience with job placement services, program management and development.

Exceptional ability to communicate verbally and in writing.

Knowledge of computer database software systems such as CARES (Client Automated Resource Eligibility System) and/or WORKS; Microsoft Office Suite, Excel etc.

Ability to interpret regulations and apply that information to the development of program procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year.  The resulting eligible list for this recruitment may be used for similar positions in this or other State agencies. 

 

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
