Introduction

The Department of Labor is accepting applications from all qualified applicants for the position of Administrative Officer II. This position  is a supervisor position that provides daily direction, operational oversight, supervision, reporting and assurance for al aspects of the board inspection program.

Main Purpose of Job

A licensing and investigation supervisor is a working supervisory position that provides daily direction, operational oversight, supervision, reporting and assurance for all aspects of the board inspection program. The position also oversees the issuance of all shop licenses and provides professional and administrative support to executive staff.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Independently plan, organize, assign, coordinate and supervise the inspection activity for approximately 5800 full service beauty salons, limited practice salons and barbershops. Participate in the formulation, establishment or modification of inspection  program goals through the analysis of alternatives, trends, available resources and program needs. Develop and maintain procedures for orderly operation, expansion and optimal output.
  • Coordinate, oversee and ensure the licensing of all full service beauty salons, limited practice salons and barbershops within the State of Maryland.
  • Interpret statue and regulations related to all aspects of position. Provide guidance to both internal and external customers. Analyze and respond to technical inquiries from the boards, other local and state agencies, the general public and other interested parties. Coordinate projects, assignments and communication with statue and regulatory requirement at the forefront. Address public meetings with board members or other agency staff to relay information on matters related to area of responsibility.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience with financial reporting and budgeting

Investigative Experience

Experience applying rules and regulations to provide guidance to customers

Supervisory Experience

Experience using Microsoft Office Suite, Excel, Word, Access and/or Google Suite, docs, e-mail, etc.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
