Main Purpose of Job

The mission of the Maryland Department of Health's Prevention and Health Promotion Administration's Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs and viral hepatitis, in order to help impacted persons live longer and healthier lives. We work in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of these infectious diseases.

In partnership with other IDPHSB offices and centers, as well as impacted communities and public and private sector partners, the Center for HIV Prevention and Health Services (CHPHS) develops, funds and evaluates HIV prevention and health services. The Center also provides training, support and technical assistance, in order to develop the ability of agencies and individuals to successfully deliver those services.

This position will be a part of the Evaluation Division in the Center for HIV Prevention and Health Services' Program Improvement Unit. The Evaluation Division analyzes statewide service delivery data along the HIV continuum of care, in order to describe trends and evaluate changes in HIV prevention and health services outcomes. Such data also identifies best practices, performance gaps, unmet needs, and disparities. Based on the analyses of evaluation data, the Evaluation Division recommends programmatic changes which will enhance the effectiveness of HIV prevention and health services programs, reduce disparities and address service delivery gaps. Analysis results and recommendations are shared with Program Managers, implementing partners, leadership, and other stakeholders, through ongoing and periodic evaluation reports. The Evaluation Division also collects and analyzes qualitative and mixed methods data, in order to understand the individual, systemic and social factors which mediate access to HIV prevention, care and support services among persons living with HIV (PLWH), as well as persons at high risk for HIV infection.

This position's main purpose will be to design, develop and implement new and ongoing qualitative and mixed methods data collection, in addition to analyzing activities to understand the individual, systemic and social factors which mediate access to HIV services. This position will also apply and support a range of qualitative methods, including surveys, in-depth interviews, participatory approaches, and citizen-led learning and analysis. These activities will support the CHPHS in understanding the HIV policy and service environment, as well as identifying service gaps, unmet needs and health disparities. Finally, this position will assist and lead in the development of project activities by developing proposals, writing funding bids and designing data collection tools for capturing unmet client needs and expectations, with an emphasis on health disparities affecting minorities.

This position will report to the Deputy Center Chief for Evaluation.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Three years of experience as an Epidemiologist, after receipt of the Master’s degree.

Notes:

1. Candidates may substitute a Doctoral degree in the field of Public Health from an accredited college or university, with a minimum of six graduate courses in Epidemiology and three graduate courses in Biostatistics, for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience collecting and analyzing qualitative and mixed methods data. He/she should also have experience working with health services and needs assessment data, as well as an understanding of the individual, systemic and social factors which mediate access to health services and health outcomes.    

Finally, the desired candidate should have an expertise level of knowledge and experience working with HIV and/or health disparities.
