This recruitment is being conducted to fill Internal Auditor Program Supervisor vacancies (Director, Local Department Audits and Performance Audit Special Audit Director) for the Department of Human Services Office of the Inspector General (OIG), located in Baltimore City.

Main Purpose of Job

Working Title: Performance Audit & Special Audit Director...

The main purpose of this position is to direct and supervise the Special & Performance Audit Division of the Department of Human Services (DHS) Office of the Inspector General (OIG). The Special & Performance Audit Division conducts financial statement reviews of the Social Services Administration's child care providers to determine potential overpayments as well as to determine the status of the providers retained earnings. These reviews are expanded, as necessary, to also assess the financial viability of a provider. The Special & Performance Audit Division also conducts performance & special audits of DHS statewide operations and/or Local Departments of Social Services, to determine if a program or unit is operating in an effective or efficient manner, or if program objectives are being achieved. Audits are conducted at the Inspector General's discretion, or at the request of the Secretary, or any of the Department's leadership team.

Working Title: Director, Local Department Audits...

The main purpose of this position is to direct and supervise the Local Department Audit Division of the DHS Office of the Inspector General. The Local Department Audit Division conducts internal control and compliance audits of the 24 Local Departments of Social Services.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application and answer any included supplemental questions regarding your qualifications.

Experience completing, reviewing, and/or analyzing financial statements, planning and performing audits within governmental agencies and be familiar with an electronic audit working-paper management systems (e.g., TeamMate)

Working knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepted Audit Standards (GAAS), or Standards promulgated by the Institute of Internal Auditors

Possession of a certificate as a Certified Public Accountant

Previous supervisory experience in an Internal Auditing organization

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
