POSITION DUTIES

This is a technical supervisory position within the Enterprise Systems Unit of the Information Technology Division. The incumbent of this position will supervise a team of specialists and administer the implementation and customization of operating system, communications, and security software for the Comptroller of Maryland's networked server and storage systems. The selected candidate also serves as a technical lead in disaster recovery planning for LAN-based client/server hardware and software for the Comptroller's Distributed Platform.

Please Note: ITD is responsible for the 24x7x365 support for the ADC mainframe, distributed systems, and networks. All ITD employees are available for on-call support. As such, this position is required to occasionally work an off-hour schedule, weekdays prior to 7:30 a.m. and / or after 5:00 p.m., weekends, and holidays.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems, or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Three years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

NOTES:

  1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.
  2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.
  3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator equivalent certification program for the required education.  OR
  4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience supervising, coordinating, assigning and evaluating the work of technical personnel supporting distributed computer systems.
  • Experience providing technical support for an enterprise server farm consisting of 450+ Intel-based and virtual servers in a Windows 2012/2016 Server networked environment.
  • On the job experience setting up, configuring and installing servers in a Microsoft Windows Server local area network environment including virtual devices.
  • Experience planning, designing and developing improvements and new or advanced distributed computing systems, local area networks, Internet, Intranet and/or Extranet network environments.
  • Experience developing and documenting procedures and practices for the operation of servers and/or local area network infrastructure.
  • Experience developing and documenting conceptual and detailed designs for servers, network storage, and LAN infrastructure.
  • Experience functioning as project manager for server and/or distributed systems implementations
  • Possession of a Certificate of Excellence as a Microsoft Certified Professional Systems Engineer
  • Experience supporting the following server-based distributed systems software:
    • Microsoft 2012 Server
    • Microsoft System Center/System Center
    • Configuration Manager
    • Microsoft SQL Database Server
    • Enterprise E-Mail System
    • Enterprise Anti-Virus/Spam Control Software 
    • Network Backup Software

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
