Introduction

The Maryland State Retirement Agency administers the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets, supporting over 400,000 active members, retirees, and beneficiaries.  The Agency is involved in a multi-year re-engineering of its retirement-related business processes, in addition to acquiring and implementing support technologies (e.g., member relationship management, document management, and workflow management) and adapting existing pension administration programs to secure online real-time transaction processing.  In addition, the Agency manages a $52 billion trust fund, invested globally, the management of which is also undergoing considerable change.  All told, this is an exciting time to join MSRA's technology team in this critical systems development position.

POSITION DUTIES

This position provides senior technical knowledge and support in the Agency's Information Systems Division, a team that enjoys a positive reputation for getting work accomplished. The incumbent provides specialized expertise in maintaining the efficient and secure operation of both on premise server-based and cloud-based information systems and for protecting the data assets generated by such systems. This is accomplished by installing, managing, and documenting the underlying software, security hardware devices, and communication subsystems to ensure risks such as unauthorized access, data corruption, or loss of confidentiality and data availability are avoided or mitigated. Responsible for documenting and executing the Agency disaster recovery plan and incident response plan.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi tasking computers.

Experience: One year of experience maintaining and modifying operating systems for multipurpose, multi tasking computers.

Notes:

  1.  Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose multi tasking computers may be substituted for the required education.  
  2. One additional year of experience maintaining and modifying operating systems for multipurpose, multi tasking computers may be substituted for the required education.  
  3. Experience operating multipurpose, multi tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi tasking computer systems; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages; or designing, developing and maintaining communications networks may be substituted for high school on a year for year basis. 
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal applicant should have the following experience:
  • One year experience in information systems network support
  • Experience in cyber security and interplay of malware at both the endpoint and network exposure point. 
  • Experience with Next-Gen Internet firewalls and Security Information Event Management (SIEM) system.
  • Experience with database activity monitoring, Data Leak Protection (DLP), and policy building and reporting.
  • Experience with information security standards and guidelines (e.g., FISMA) & technical writing Experience with systems setup, configurations, including knowledge of network devices such as routers, switches, hub and network adapters.     
As well as certification in the following:
  • Certified Ethical Hacker (CEH)
  • Certified Information Systems Security Professional (CISSP)
  • CompTIA Security+
  • Global Information Assurance Certification (GIAC) Security Essentials
  • Certified Information Systems Auditor (CISA)

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager or cell phone.
